Compliance Monitoring Manager
Reports to: Head of Compliance
Monitoring Location: Dublin, Leeds, London

 
Function overview:
The Chief Legal Officer and Group Commercial Director is a newly created
function within the Flutter Group with the key objective of protecting the Flutter
brand, its customers, and shareholders. The function consists of legal, risk, and
regulatory compliance activities, including the Group strategy and roadmap for
Safer Gambling – a core component of the Group’s strategy. The CLO function
will influence the strategic direction of the Group’s four Divisions (US, Aus, UK/I
and International) by setting the risk appetite and establishing the necessary
governance, policies and standards to ensure our legal, risk, compliance,
regulatory and safe gambling matters are managed in a robust and agile
manner.

Role Profile:
The CLO function is in the early stages of forming a Compliance Monitoring team
and as a result an opportunity has arisen for a Compliance Monitoring Manager
to join and help shape our monitoring strategy, build our monitoring programme,
and deliver new initiatives. The Group and our team are both on an exciting

The role of the Manager is to support the Head of Compliance Monitoring in
building a proactive and risk – based monitoring framework which will be
embedded across the Flutter Group. You will be working closely with
Compliance, Risk, Legal, Internal Audit and stakeholders across the Divisions.
 
Specific responsibilities will include:
People management:
  • Has line management responsibility and a strong focus on talent development and retention

​Methodology & Planning:

  • Responsible in assisting the Head of Department implement a data drivenmonitoring programme.
  • Has a key input on monitoring and assurance methodology.
  • Drive risk-based monitoring activities as part of the planning process.
  • Input in the planning, including preparation of key documents, leading stakeholder meetings and performing risk analysis work.
  • Liaising with multiple teams across the three lines of defence, including those at Senior Management level throughout the planning process.
  • Work in collaboration with the Group Risk and Risk Assurance Team

Assurance Planning:

  • Leads and oversees the planning, preparation, and completion of multiple monitoring projects following defined methodology and timelines.
  • Assisting the teams on projects where required.
  • Setting and promoting high standards of monitoring work and ensuring high quality reports are delivered consistently.
  • Communicating and reporting findings to business management, ensure all control improvement recommendations are pragmatic and carefully balances regulatory and commercial considerations.
  • Reliance will be placed upon the team’s testing, so it you will be required to maintain accurate records of all testing activity that can stand up to scrutiny.
  • Analyse data to make informed conclusions and identify unmanaged risks using test data.
  • Implement and maintain reports and/or tests that will provide ongoing monitoring of regulatory controls.
  • Ensuring effective business changes are introduced as a result of monitoring findings.
Stakeholder Management & Value Add:
  • Build and maintain strong relationships with business stakeholders across Group Functions and the Divisions.
  • Working as a partner in identifying significant process and structure improvement to help the business in meeting its corporate objectives.
  • Work in partnership with the Risk Management team to ensure the monitoring framework is complementary to the Risk Management and ​Audit Framework.
  • Maintain and build strong relationships within the team and the wider CLO function.
  • Providing value-adding assurance advice and expertise on various aspects of assurance, such as control performance and risk mitigation.
  • Essential Skills
As a Compliance Monitoring Manager, you will have:
Credentials & Knowledge:
  • Experience in the Gambling sector or a similar highly regulated environment.
  • 5 +years’ experience in working in Audit, Compliance, Risk, or a similar role.
  • Strong analytical and technical auditing skills.
  • Advanced understanding of internal controls, including proper design and implementation
  • Experience in planning, managing, and delivering assurance reviews from Big 4 or similar.
Team Management:
  • Experience in supporting the implementation of a new team and framework across a highly regulated industry is desirable.
  • Experience in overseeing the day-to-day activities of a team and supporting and training junior members.
  • Monitoring / Assurance Understanding
  • Advanced ability to identify issues and associated risks and provide practical solutions for a wide range of issues.
  • Identifies opportunities for the use of Data Analytics and can analyse and draw meaningful insights from data.
  • Clearly communicate data and analytics to both data and non-data stakeholders.
Stakeholder Management & Value Add:
  • Experience in working with stakeholders who are new to the concept of Monitoring and Assurance.
  • Experience in working with teams across the three lines of defence on the implementation of a new framework is desirable.
  • Ability to influence change at all levels of management, particularly at a senior level.
  • Ability to establish and develop strong working relationships throughout the business.
General Ability:
  • Excellent communication skills (both written and verbal).
  • Ability to communicate with all levels of management.
  • Strong project / time management skills. i.e., being able to self-manage delivery of a monitoring projects from start to finish, keeping stakeholders updated throughout.
  • Taking ownership and accountability of deliverables and timelines of your team.
  • Highly motivated, proactive, and able to work on own initiative with the resilience to challenge the status quo
