Compliance Monitoring Analyst

Reports to: Compliance Monitoring Manager

Location: Dublin, Leeds, London

Function overview:

The Chief Legal Officer and Group Commercial Director is a newly created function within the Flutter Group with the key objective of protecting the Flutter brand, its customers, and shareholders. The function consists of legal, risk, and regulatory compliance activities, including the Group strategy and roadmap for Safer Gambling – a core component of the Group’s strategy. The CLO function will influence the strategic direction of the Group’s four Divisions (US, Aus, UK/I and International) by setting the risk appetite and establishing the necessary governance, policies and standards to ensure our legal, risk, compliance, regulatory and safe gambling matters are managed in a robust and agile manner.

Role Profile

The CLO function is in the early stages of forming a Compliance Monitoring team and as a result an opportunity has arisen for a Compliance Monitoring analyst to join and help deliver our monitoring programme. The role of the Compliance Monitoring Analyst is to support the team in building and executing a proactive and risk – based data driven monitoring framework which will be embedded across the Flutter Group. You will be working closely with Compliance, Risk, Legal, Internal Audit and stakeholders across the Divisions.

Specific responsibilities will include:

Data Driven Monitoring

  • Execute a data – driven monitoring program which is designed to proactively identify and mitigate compliance risk. The monitoring will be risk based and aligned to Flutter’s risk environment, regulatory requirements, business objectives and strategic goals.
  • Play a key part in building monitoring reports and control testing automation.
  • Input into monitoring reporting and develop control KPIs.

Assurance:

  • Providing ongoing assurance to the Group and Divisions on the effectiveness of key regulatory and business operational controls through continuous data reporting, control testing and thematic reviews.
  • Conduct testing to ensure internal controls are appropriately designed, operationally effective and are aligned to the business’s regulatory requirements, objectives and risk appetite. 
  • Identify and escalate regulatory breaches and or control weakness’ through continuous monitoring by scoping, testing, and reporting of business key controls.

Assurance Projects

  • Independently deliver a number of end-to-end assurance reviews on business risks, regulatory requirements and ‘hot topics’ to identify any areas of control weakness through individual control testing and thematic reviews.
  • Setting and promoting high standards of assurance work and ensuring high standard quality assurance reports are delivered consistently.
  • Communicating and reporting findings to stakeholders throughout the assurance process.
  • Management of actions through to completion ensuring effective business changes are introduced as a result of assurance findings.
  • Analyse data to make informed conclusions and identify unmanaged risks using test data.
  • Implement and maintain reports and/or tests that will provide ongoing monitoring of regulatory controls.

Stakeholder Management & Value Add

  • Build and maintain strong relationships with business stakeholders. Working as a partner to the business in identifying significant process and structure improvements to assist the business in meeting its regulatory and business objectives.
  • Build and maintain strong relationships within the team, Risk Management, and the CLO function.
  • Providing value-adding assurance advice and expertise on various aspects of assurance to Group functions and Divisions and assist in business projects.

Essential Skills

As a Compliance Monitoring Analyst:

Credentials & Knowledge

  • Experience in the Gambling sector or a similar highly regulated environment.
  • 3 +years’ experience in working in Audit, Compliance, Risk, or a similar role.
  • Strong analytical and technical auditing skills.
  • Solid understanding of internal controls, including proper design and implementation
  • Experience in planning, managing, and delivering assurance reviews from Big 4 or similar.

Monitoring / Assurance Understanding

  • Strong ability to identify issues and associated risks and provide practical solutions for a wide range of issues.
  • Identifies opportunities for the use of Data Analytics and can analyse and draw meaningful insights from data.
  • Clearly communicate data and analytics to both data and non-data stakeholders.
  • Experience in using Power PI and reporting tools is desirable.

Data Analytics

  • Analyse data to make informed conclusions and independently deliver reviews where data analysis is required.
  • Identify opportunities to provide assurance via data driven monitoring reports.
  • Lead in improving a data driven monitoring suite over the business’s key regulatory control environment.
  • Knowledge of SQL is a bonus.

Stakeholder Management & Value Add

  • Experience in building and maintaining relationships throughout the business and with stakeholders up to mid-level management.
  • Experience in working with teams across the three lines of defence. 
  • Ability to influence change and challenge the status quo.

General Ability

  • Strong project / time management skills. i.e. being able to self-manage delivery of reviews from start to finish. Manage evolving deadlines effectively with regular feedback and updates.
